Tizen Studio 2.3 Installation Failure on Windows 10

I'm trying to install Tizen Studio 2.3 on my Windows 10 Pro 64-bit (version 1709) system. I have three SSDs and one HDD, but regardless of which disk I select for installation, I consistently receive the following error message:

When I attempt to create a new directory (D:\tizen) for installation, I get a different error:
